On 10 December 2024, the ACE Secretariat was pleased to host the Q3 CEO Challenge, examining the first Labour budget, Spending Review 2025, and how a mission-led government will be funded.
The new government’s first budget speaks to its long-term objectives with a meaningful boost to capital spending. It completes Phase 1 of Spending Review 2025, which reset departmental expenditure limits for 2024-25 and set budgets for 2025-26.
The December 2024 session invited members to share thoughts and experiences on planning and preparing for the spending review, exploring how public bodies could best plan for and manage the following stage with their sponsor departments.
Our contributors, Michelle Russell, CEO, Security Industry Authority and Nick Davies, Programme Director, Institute for Government engaged in a discussion on strategies to successfully take a mission-led approach to the spending review, supporting the shift of spending towards prevention.
Reflecting on the Institute for Government “Austerity postponed? The impact of Labour’s first budget on public services” report, members shared thoughts and experiences on strategies to prioritise and align annual spending with long term sustainable organisational goals . A multi-annual approach to spending was discussed with a focus on understanding how priorities are set for each ALB and within departments and how the tension between productivity and efficiency could be addressed.

CEO Challenges are online sessions operating under Chatham House Rule, providing a safe space for leaders to convene and discuss challenges they are facing and key issues of interest to leaders of ALBs. These sessions are hosted by Carolyn Bartlett, Chief Strategy and Transformation Officer at the Valuation Office Agency and member of the ACE Board.
